The Public Procurement Monitoring Unit (MoPaDiS) is a trusted legal advisor to the Greek public sector, operating since 1997 within the Centre for International and European Economic Law (CIEEL) in Thessaloniki. With deep expertise in public procurement, it provides fast and reliable support to contracting authorities, ensuring efficient and transparent tendering processes. Its close cooperation with Greek public services is reflected in the growing trust and widespread adoption of its recommendations.

MoPaDiS provides immediate and specialized written advisory support to all Greek contracting authorities and bodies, helping them resolve issues that arise during the planning, awarding, and execution of public contracts.

Dr Elsa Adamantidou
Attorney-at-Law, Mediator
Head of Unit
Elsa Adamantidou is a graduate of the Faculty of Law at Aristotle University of Thessaloniki (1990), with postgraduate studies in Public and European Law (Aristotle University of Thessaloniki, Panthéon-Sorbonne) and a PhD from the European University Institute in Florence. She has been a lawyer since 1993 (Bar Association of Thessaloniki) and a Senior Researcher at the Centre of International and European Economic Law (KDEOD) since 1997, playing an active role in the Public Procurement Monitoring Unit, where she currently (since 2011) serves as Head of the Unit.
With 28 years of experience in public procurement, Elsa has contributed to national and European programs, scientific conferences, training seminars, and legislative committees. She has represented the Greek administration in key institutional and legislative reforms, playing a crucial role in shaping the legal framework for public procurement, including the landmark reform of 2016.
Lydia Papagiannopoulou

Lydia Papagiannopoulou is a graduate of the Faculty of Law of the Aristotle University of Thessaloniki (2020), with postgraduate studies in International and European Law (Faculty of Law, Aristotle University of Thessaloniki) and Public Law and Political Science (Faculty of Law, Aristotle University of Thessaloniki). She is a PhD candidate in the field of Constitutional Law at the Faculty of Law of the Aristotle University of Thessaloniki. Lydia has been a lawyer since 2022 (Bar Association of Thessaloniki), as well as a researcher at the Centre of International and European Economic Law (CIEEL) and a Member of the Public Procurement Monitoring Unit since 2024.
Her articles, studies and commentaries on court decisions have been published in Greek and English and she has participated in numerous scientific conferences.
Anna Zissi

Research Associate
Anna holds a degree in Law from the Aristotle University of Thessaloniki (valedictorian of year 2020) as well as a LLM in Public Law and Political Science from the same university. She is a qualified lawyer admitted to the Thessaloniki Bar Association since August 2022. She is a research associate at CIEEL’s Public Procurement Monitoring Unit since February 2025.
Before joining CIEEL, she has worked as an Assistant Lawyer at the European Court of Human Rights, while, previously, she has been a trainee at the European Court of Human Rights and the Court of Justice of the European Union.
Lida Goupideni
Librarian
Secretary
Graduate of the Library Science Department, School of Management and Economics, TEI of Thessaloniki (1991-1995). She has been providing administrative support to MoPaDiS since 2014.
